I'm really sorry for your lost...
I don't have kids, so I have never been in a similar situation. I think I would try to honor my family members by mixing their names or I would find a name that connects all the family members.
- Use surnames as middle names
- Use the name of a city where they lived or went on vacacions
- Pick a name based on a music that everyone liked
- Use a name related with their birth place or the month/season they were born
- Think about their favorite flower, animal, color, sports team, food, book, film,...
- Play with their initials and nicknames
- etc.
Good luck!

Both of my kids' names honor family. My suggestions would be...
1. Don't try to honor everyone with your first child.
2. Pick names you really like. (ie, if your aunt was named Brunhilda and you hate that name, don't feel obligated to use it.)
3. Don't make it so complicated you forget or have trouble explaining how you picked your child's name.
4. Have fun and go with what you love. If you don't honor family, no big deal. Honor your family by keeping their memories alive in sharing stories, etc. with your child(ren).

Each of our three children have a first or middle name that is a "family" name. I don't think anyone assumes that we favor one person over another because of the order we used the names. We picked a first name we liked for our oldest, and it was fun that it lined up with my husbands late grandmother. My other two children have family middle names. Again... ones we liked and honoring made theme extra special.
