I like Penelope. Penelope and Phoebe are both somewhat old fashioned sounding, though. Neither is overly popular, so you will need to be prepared that a lot of people won’t like the names. I mean it is not like picking a name like Ashley, or the currently popular Isabella. Here are some middle names: Penelope Niccole, Penelope Beatrix, Penelope Harlow, Penelope Alexis, Penelope Brianna, Penelope Hermione, Penelope Rachel

Really like Phoebe, not so much Penelope.

Phoebe means "brilliant." :)
