I would go with the FN being the NN of the other ones MN.
So either
Josie Catherine & Catie Josephine
or
Charlie Madeline & Maddie Charlotte

I don’t like the nickname-as-a-first-name thing.... so I would go with Charlotte Jo and Josephine Kate. Those are super sweet as twins!! And you could call them Charlie and Josie. Love that!!

I like Catherine Jo and Josephine Kate. I think that if you use a formal fn then you can always still call them Catie and Josie..
