i love both victoria and rose. as a double first name i would consider having victoria as the first name and rose as the second part or middle name.
amelia rose is super cute too and may avoid nicknames more easily, tori rose or vickie rose just dont sound as nice.

I love the names Rose and Amelia, but I think that in this order they run together sounding more like Rosa Meel-ya. But I think that the 1st poster’s idea for switching the order to Amelia Rose is beautiful and gives it a much better flow. Good luck!
