Maybe. It sounds a little stern to me. But I think if I knew someone really sweet with the name, I would feel otherwise. Ogre never even crossed my mind, though.

I would say no unless you’re Eastern European. However, if you are interested in Slavic names, there are many beautiful ones apart from this. Katja has always been one I’ve loved.

I like Olga! There is a Little House On The Prairie episode, with an Olga and she is so sweet! The character is played by Kim Richards who starred in the 1975 Disney movie, Escape To Witch Mountain.
