Jeffrey followed by Stephen. Robert is too old-sounding and common. Also might be nice:

Amber & Adam
Amber & Seth
Amber & Peter
Amber & Jeremy
Amber & Victor
Amber & Thomas
Amber & Nathan
Amber & Samuel, nn Sam
Amber & Vincent

I would think of occasions when you’d say and write the kids’ names, talking with family and friends, writing the names at the end of the cards. Steve is a common nickname for Stephen and I think Amber and Steve go well together. Amber and Jeff is also good. Amber is a younger name than Robert and Jeffrey, and I think Steve is younger sounding than the nicknames for Jeffrey and Robert.

Amber and Robert nn Robbie would be really cute, and I also like Amber and Justin. Good luck!

Stephen and Robert both sound old...sorry. I don’t really like Jeffrey unless it’s spelt Geoffrey. Amber and Justin is cute. GL!!

I love the suggestion of Justin!! Austin or Preston would also be cute.
