I think it would depend. Is this intended to be a nickname to Priscilla? I think both would work if that is the case.
IDK I'm kind of leaning towards Silla.

No it is not intended to be a nickname to Priscilla. Cilla or Silla would be her first name.Cilla makes me think of Cilia, the microscopic hairs I learned about in my freshman bio class. Silla reminds me of the word silly.
