i think Quill is really really cute! it’s a GREAT NAME! never heard it before...
You need a name that’s very classy and elegant, to go with ANASTASIA EMERSON LILLIA... so out of the names you’ve suggested, I’d go with
Nolan River Quill
Westley River Quill
or just Westley Quill!

Nolan Quill. I’d leave the River out.
Have you talked with your family about using Quill as a first name? I think it’s a lovely sentiment, but it might be a little difficult for your parents, etc. to be reminded of your brother in that way if you use Quill as a first name.

Nolan Quill.
I think I would lean more towards Wesley but I think Wesley is more on the traditional side (but not used very much and a very nice name!) compared to your other children’s more modern and used first names.
I’m not fond of two middle names, even though I like River in this case.
