As a general rule, I’m used to an "-h" on the end for Hebrew / Biblical names like Deborah, Hannah and Jorah. Nora is the usual spelling and therefore the one with fewer headaches for your daughter. Good luck! :0)

I have seen both used and I think both are proper. I prefer "Norah" myself. It seems "Nora" is the more common spelling when it is used as a nn instead of a given name.
