I love the name Lucy, and it sounds great with Penelope. It's style, not length, that matters most.

You could lengthen it to Luciana or Lucienne and call her Lucy.

Lucy is perfectly fine with Penelope! Keep it as a full name! My daughters are named Rosalina and Ellie(just Ellie) and we've never had any problems.

Absolutely use Lucy. Love isn't measured in the number of letters in a name. :0)
Lucy can stand on its own, or be a nickname for Lucinda, Lucine, Lucia, Lucienne, etc. Either way it's a great option. Good luck! :0)
