Elisha is said with a long I sound, so I wouldn't use that for Alicia.
I once knew an Elysia el-EE-see-uh, which is how some people pronounce Alicia. Given your spellings though, I'm guessing you say uh-LEE-sha. Why does it have to start with an E but be pronounced exactly the same as Alicia?
The only spellings I've seen for uh-lee-sha are Alicia and Alisha. There's Felicia, so I suppose Elicia would make sense but it does look made up.
Elise would be a way to honor Alicia with an E name.

I've only ever met boys named Elisha/Ellisha, so maybe skip those. Elicia is beautiful, and Elisa would work too!
