Florence and Eloise gmv, though I do also like Margot and Maeve.

Nora and Margot. Eloise and Estella are both E names. If you were to have a fourth girl, you may want to also use an E name. Ettie, Nora and Margot make a nice sibling set. Though Ettie tends to stick out a bit compared to the others you have listed.

Love Florence and Eloise. Both names are top on my own list. They sound amazing together for twins. I also like Maeve and Margot.
