Ruth nn Ruthie is great. Ruthie is a very intuitive nickname for Ruth and very nickname-ish. It doesn't stand alone well.

James is annoying in a boy. Why are we starting to use this name on a girl. Jasmine would be better. Joelle is very pretty.

Well, I know a college student who goes by Ruthie. And my cousin named her daughter (now about 8?) Ruthie. So at least some folks think Ruthie as a given name is ok. My great-aunt was Ruth with an E middle name and was always called Ruthie. I think Ruth is better because it gives you both options (so you don't have to decide!) But if you really want everyone to call her Ruthie forever you should probably name her Ruthie.
