Poppy works just fine as a standalone name. Besides, if you plan to call her that regardless, you may as well use it as her given name.
Persephone and Penelope are obvious answers, but my favorites are Apollina, Philippa, and Phoebe. You could also use Amapola which is Arabic and means "poppy."

I think with a stretch, most P names could work, especially if they are longer and would warrant a nickname. Paloma, Paula, Paulina/Polina, Patricia, Pipit, Pamela, Pandora, Parthenope, Petronella, etc.
