I find Valley Wren & Delta Violet to be too word name-y and I dislike Welles on a girl, especially since you already have a River. The same could be said for Delta, which is also water-related. No vote.

Why would you name twins Wells & Welles? it sounds like an insurance company's name. Valley is okay, but Wren is too popular. Delta is a type of body of water, but I'm sure you already know that since you picked all watery names.i like Meadow Violet.

Too wordy. Delta is fine but needs something like Valerie or Vashti, likewise Wren needs something like Viveca or Velma.

Wren Welles would be my preference, followed by Meadow Welles. Wren feels slightly more gender neutral than Meadow, though both lean girl, more so than River. Both are word names used as names, like River, and Welles in the middle helps give a non-word names used balance the way Salem does.
Personally, I like the alliteration of Wren Welles as well.

Delta is lovely, but with River is a little too waterways
Valley is good, but feels a little less used as a name than River and your other options.
