Yeah, I don't think I'm buying this one. I'm thinking it's a drama starter by giving very feminine names to boys. They may be gender neutral but they're also highly feminine.

Shelby and Ashley are suitable for boys. It's a bit ironic to claim these names as both gender-neutral and feminine. Gender-neutral names are neither feminine nor masculine.

Ashley is a boy's name in the UK (Ashleigh is the feminine spelling). Shelby albeit not common, but it is used for boys. A famous male Shelby is actress and singer Reba McIntire's son.
