Your choices may not serve your daughters well when they get older. A baby Heaven/Nevaeh is adorable, but a 30-50 year old Heaven/Nevaeh not so much...
You have a great idea with matching their names. Here are some suggestions
Celia & Celeste (both mean heavenly)
Leilani (heavenly flower) & Nalani (calm skies)
Celia (heavenly) & Celine (heaven)
Cosma (universe) & Celina (heavenly)

You are definitely very creative so find some undiscovered yet grown-up name that your daughters will cherish all the way to their 80th birthday and beyond!
