Depends a lot on who the character is, how much that name is identified with the character and whether the character is generally perceived as positive or negative.

It strikes me as odd that anyone would name their child after anyone else, much rather someone they’ve never met... But Scarlett is a really wonderful name, so...

As long as you plan on using Scarlett and not O’Hara to honour her...
I think it’s a little tacky, but I don’t think everyone will immediately think "oh, you named your daughter after Scarlett O’Hara" when they hear her name. Not like they would with Juno or something/
