I think you should stick to Penelope if it is your favorite name. The only other similar name I can think of is Penina.

If you see your sister in law a lot, it might be a problem. You could still name her Penelope, but maybe call her Nellie? I think the following are great alternatives

I wouldnt name my daughter the same as a dog if its one you know well!
We had the same problem with our neighbours dog called Ruby and we wanted to name our daughter Ruby. So glad we didn’t now! Out daughter loves next doors dog and it would have been horrible her sharing the dog name!

We went for something totally different.

You could have Jennifer, Jenny for short

I agree with your husband, if you love the name Penelope use it. Penny is such a nice nickname and it doesn’t matter if your sister in law has a dog called Penny at all. Other nicknames for Penelope are:

I would choose a different name BUT only if there is one you also love. Otherwise stick to Penelope but forget the nickname Penny and call her either Penelope or one of the other suggestions above such as Ellie
