Alicia. The Spanish pronunciation is the one you’ve described.

I should add that I know too many girls named Alicia pron uh-lee-shuh. So that spelling is not an option. Thank you

Alicia is the "correct" one with the Spanish pronunciation as noted above. Alysia or Elysia may make the pronunciation more clear for English speakers however.

The only uh-lee-see-uh I know is spelled Alicia. Otherwise maybe Aleesia, or Alisia.

And just because you know people named Alicia that pronounce it uh-lee-shuh doesn’t in any way mean you can’t use Alicia and pronounce it uh-lee-see-uh. That explanation doesn’t even make sense.
