Ophelia because that’s how Shakespeare spelled it in Hamlet, and that’s what most people will expect for spelling.

Hm...neither is the standard pronunciation for the name...I’d go with Ophelie, though, because it has the FAY sound for the nickname Faye.

I think you’re more likely to get the pronunciation you want with an f instead of a ph.
