Zoe is a beautiful name with a beautiful meaning. Unfortunately, when you pair it with Joy it becomes a tongue-twister that might come out as Zoy Joy or Zoe Joey. I would go with something like:
Zoe Elizabeth
Zoe Ruth
Zoe Esther
Zoe Delilah

OR
Sarah Joy
Rebekah Joy
Naomi Joy

Zoe and Joy are just okay to me, but together they don’t really go. Too many similar sounds.
