Flora Madeleine gmv because it’s amazing. Love both names and they combine beautifully. But Cleo is fun and I’m always happy to fiddle with combos. How about:

I know it’s a popular middle name but I’d go with Grace. I have a great aunt named Cleo Grace. Since Cleo is unusual I think it offsets Grace’s middle name popularity.
