I’m having a hard time thinking of any for a little girl that meet your request. Perhaps you could use something like ’Brave’ as her middle name to suit this purpose? What do you think?

Other than that, something that means brave or lawful?
Bailey could work for either and means ’law enforcer’

I can’t think of anything. I think any name will be a stretch such that no one will get the relationship unless you expressly tell them.
