I think Safiyah is best. Safia is simple enough but I have the feeling people will just think it's a typo for Sofia given how common Sofia is. The double Y is pretty unusual/non-existent in English, but we have some familiarity with names like Aaliyah and Zakiya so I think the iya letter combo wouldn't be difficult. It also calls attention to it being a completely different name than Sofia.
