Yes, for those of us who don't speak Hebrew, the throaty CH is hard to get just right. It's more likely to get the CH sound as in Chair or SH sound as in chandelier.
Mor sounds like the word More in English, which I suppose isn't bad but does seem a little odd.
Avigail, Noa, Tova(h) are all straightforward. Do you say Hila as hee-la or high-la?
I think any of these would work easily. But I actually don't mind even the more difficult ones, especially in the middle name position. As you have it now, Tova Avigail. I also think Avigail Chava sounds good. I don't know the meanings of most of these but it's possible there could be a combo that, due to the meanings, would seem just right. Mor Eliana? (I love the meaning of Eliana)

I assume you are using Mor because of its Hebrew roots, meaning myrrh. I love it as a Gaelic name meaning great. The fact that it works in two cultures is a bonus. Interestingly Tova, meaning good in Hebrew, also works in Scandinavian languages (divine / Thor's beauty).
Love Noa and Avigail too. Chava is nice but has a difficult pronunciation if you are in the U.S. / Canada / UK. If not, then wonderful name. If I can mix and match: Avigail Noa, and Tova Mor. Good luck! :0)
